Instituted in 1993, the Partnership for Rural Nebraska (PRN) is a collaborative partnership among the State of Nebraska, USDA, and the University of Nebraska: One that is designed to leverage resources to benefit rural Nebraska, cooperate on programming and service delivery, deliver cross training and encourage planning and communication. A network of seven regions was later connected to this partnership and named the Nebraska Development Network.

As part of an effort to review its status and future, PRN completed an online survey in April 2010 of Nebraskans with an interest in rural issues. Topping the respondents' priorities for PRN was "Training of local developers and volunteers on programs and funding available from member organizations." Receiving the second highest priority was "Webinars or other training sessions provided via distance technology." Click on the above link to view all the survey results.

In 2007, the Rural Initiative supported research that has been used by the WNDN to inform their efforts at workforce recruitment in the Nebraska Panhandle. The study, "Moving to the Rural Great Plains: Point of Origin Differences in the Decision Making Process" was cited by the Denver Consulting Firm GBSM in a marketing plan commissioned by WNDN to source, attract, recruit and retain families in the Panhandle.
